These sprites are called "particles". I will begin to study how to make it in modern OpenGL using shaders, but I will not be able to help you because I do not study legacy/deprecated OpenGL 1.1. I think it is too early for you to make particles. Try to make your game without particles. Make them later.

well I am kind of lean on creativity, I don't know what my game needs next.

..trying a re-wording. what do other games have that your game does not? (menu, scoring, pause, replay, sound, enemy AI, state manager/listener, some refactoring (remove duplicating the quad draw code...?)

well I  have decided to draw a animated sprite against a background just to get familiar with sprites like in  indie games and rpg games.
